Cuyahoga County has approved a power purchase agreement (PPA) for the installation of solar panels on several county-owned buildings. These installations include the Medical Examiner’s Office in Cleveland, the Animal Shelter in Valley View, and the Harvard Road Garage in Newburgh Heights. The Aggregated Solar Program is designed to enable these facilities to generate approximately 10 percent of their power needs through solar energy.

The initiative is projected to reduce annual carbon dioxide emissions by 940 tons and achieve over $1 million in lifetime savings compared to traditional utility costs. All installations were completed in the summer of 2022, with the solar panels expected to produce a total of 1,147,000 kWh of energy annually. Specifically, the panels will account for 13 percent of the total load at the Animal Shelter, 3 percent at the Medical Examiner’s Office, and between 25-30 percent at the Harvard Road Garage.

Under this program, Enerlogics Solar from Youngstown and Kokosing Solar from Athens were selected as developers and installers through a competitive bidding process. The cooperative purchasing agreement included in this bid structure allows county facilities to save up to 20 percent compared to current utility costs.

The locations involved are Cleveland, Newburgh Heights, and Valley View in Ohio. In total, these installations comprise a system size of 1706 kW DC roof-mounted solar across four Cuyahoga County-owned facilities.
